On the afternoon of September 17, the Institute of Business Research (IBR) at the University of Economics Ho Chi Minh City (UEH) organized the evaluation session for a Ministry-level scientific research project entitled “The Role of the Financial System in Vietnam’s Energy Transition” (Project Code: B2024-KSA-04). The project was led by Prof. Vo Xuan Vinh, Director of the Institute of Business Research.

The Evaluation Council was chaired by Prof. Su Dinh Thanh from the University of Economics Ho Chi Minh City. The two peer reviewers were Assoc. Prof. Ho Viet Tien from the University of Economics Ho Chi Minh City (Reviewer 1) and Assoc. Prof. Nguyen Thi My Linh from the University of Finance and Marketing (Reviewer 2).
Other members of the Council included Assoc. Prof. Doan Thanh Ha from Ho Chi Minh City University of Banking, Dr. Dang Buu Kiem from Saigon University, Dr. Le Ngo Ngoc Thu from Ho Chi Minh City University of Technology, and Dr. Nguyen Tu Nhu from the University of Economics Ho Chi Minh City, who also served as Secretary of the Evaluation Council. Ms. Vu Minh Ha from the University of Economics Ho Chi Minh City served as Administrative Secretary.

According to the research report, the transition from fossil fuels to renewable energy is an inevitable trend toward achieving Vietnam’s Net Zero commitment by 2050. This transition requires substantial financial resources, estimated at USD 12–14 billion annually, with the financial system playing a key role in mobilizing and allocating capital, fostering green technological innovation, and managing risks.
Against this backdrop, the research team led by Prof. Dr. Vo Xuan Vinh assessed the current state of green finance policies in Vietnam, drew lessons from international experience, and proposed a set of solutions for the 2025–2030 period. These solutions include strengthening the institutional framework, developing green financial markets, promoting the application of Fintech technologies such as Blockchain and AI, and developing green insurance instruments.

Assoc. Prof. Ho Viet Tien – Reviewer 1
Assoc. Prof. Ho Viet Tien acknowledged the project’s valuable quantitative analyses of spillover effects and risk transmission between green financial markets and stock markets, contributing to addressing gaps in domestic research.

Assoc. Prof. Nguyen Thi My Linh – Reviewer 2
Assoc. Prof. Nguyen Thi My Linh highly appreciated the quality of the project’s scientific outputs, particularly its international publications indexed in Web of Science (WoS) and Scopus, as well as its applied research outputs and contributions to doctoral training.

Assoc. Prof. Doan Thanh Ha – Council Member
Assoc. Prof. Doan Thanh Ha recognized the project’s innovative and comprehensive approach to examining energy transition from the perspective of the financial system. He also provided specific recommendations to help the research team further refine the structure and sharpen the key arguments of the final report.

Dr. Dang Buu Kiem – Council Member
Dr. Dang Buu Kiem highly valued the novelty and feasibility of the proposed solutions for the 2025–2030 period, particularly the recommendations to apply Fintech technologies, including Blockchain and AI, and develop green insurance products.

Prof. Su Dinh Thanh – President of UEH and Chair of the Evaluation Council
In his concluding remarks, Prof. Su Dinh Thanh, Chair of the Evaluation Council, commended Prof. Dr. Vo Xuan Vinh and the research team for their rigorous, thorough, and responsible work. He noted that the project had fully fulfilled its required scope, objectives, and list of scientific outputs in accordance with the approved contract and research proposal. On behalf of the Evaluation Council, Prof. Dr. Su Dinh Thanh announced that the Council had unanimously approved the project, with the final evaluation of “Pass.”
The successful defense and approval of this Ministry-level research project further reaffirm the Institute of Business Research (IBR)’s role in scientific research and policy consulting. The project demonstrates IBR’s commitment to research that is closely connected to real-world needs, contributing to efforts by government agencies and financial institutions to formulate strategies, promote green finance, and advance sustainable economic development.
