2. What is the procedure for degree recognition for the Joint PhD Program between the University of Lincoln and the University of Economics Ho Chi Minh City (UEH) in Vietnam?
Based on point c, clause 1, Article 5 (Circular No. 13/2021/TT-BGDDT: REGULATIONS ON CONDITIONS, ORDER, PROCEDURES, AND COMPETENCE TO RECOGNIZE DIPLOMAS ISSUED BY FOREIGN EDUCATIONAL INSTITUTIONS FOR USE IN VIETNAM, signed on April 15, 2021);
Degrees issued by foreign educational institutions to learners under joint training programs with foreign countries in Vietnam that have been approved by competent authorities from the time the Law amending and supplementing a number of articles of the Law on Higher Education (Law No. 34/2018/QH14 dated November 19, 2018) takes effect. The University of Economics Ho Chi Minh City is the approved competent authority.
Based on Clause 5, Article 45 of Law No. 34/2018/QH14: LAW AMENDING AND SUPPLEMENTING A NUMBER OF ARTICLES OF THE LAW ON HIGHER EDUCATION signed on November 18, 2018;
Higher education institutions that meet the conditions specified in this Article and Clause 2, Article 32 of this Law are autonomous in joint bachelor’s degree training; when meeting the quality accreditation standards for bachelor’s degree training programs, they are autonomous in joint master’s degree training in suitable majors; when meeting the quality accreditation standards for bachelor’s and master’s degree training programs, they are autonomous in joint doctoral degree training in suitable majors.

3. Which agency approved the Lincoln PhD Program?
Based on Decree 86/2018/ND-CP regulating foreign cooperation and investment in education, in clause 2, article 22, the heads of higher education institutions operating under the autonomy mechanism are approved to directly conduct joint bachelor’s, master’s, and doctoral training programs organized at these institutions.
4. How do PhD candidates study to complete the program?
The curriculum is primarily research-based, culminating in a PhD dissertation defended before a committee. Each candidate will have 2 supervisors: one from UEH and one from the University of Lincoln. Throughout the training process, candidates will study directly under the guidance of UEH supervisors in Vietnam (in person) and the University of Lincoln supervisors (via email/online/etc., plus 10 weeks in person at the University of Lincoln). This is the fundamental study plan to complete the PhD dissertation.
5. Can I apply if I have no scientific research experience? Can I apply if my Master’s degree was coursework-based rather than research-based?
The program does not mandate prior scientific research experience or a research-based Master’s degree to apply. However, submitting an application requires candidates to complete a research proposal. Furthermore, the entire learning process involves researching and completing a project. Therefore, if you lack research experience, you will need to exert significant effort during the program.
6. What coursework modules do candidates need to complete in the program?
The Executive Board and supervisors will evaluate each candidate’s capacity, research topic, and field of study to determine and decide which additional courses the candidate needs to take to execute their dissertation.
This is also a major advantage of the program, as it does not force candidates to attend mandatory in-person classes but allows them to self-study or choose to study at Lincoln (in-person or online) or at UEH.
7. Do I need to submit an IELTS certificate if I studied my Master’s abroad in English?
For candidates who studied their Master’s abroad in English, submitting an IELTS certificate is not strictly mandatory upfront. After you submit a complete application and finish the interview with the UEH committee, the program will forward your application to the University of Lincoln. The University of Lincoln will then review whether to waive the IELTS requirement. However, some candidates, despite having a foreign Master’s degree, are still not exempted from IELTS. The University of Lincoln may require degree verification documents. Therefore, my advice is that you should mentally prepare to supplement an IELTS certificate immediately if the University of Lincoln does not grant a waiver. The IELTS certificate must be submitted before the enrollment deadline.
8. If we take supplementary courses, will we study online or in-person at UEH?
If a candidate needs to take supplementary courses to improve their skills and research capacity for the dissertation, the Executive Board and supervisors will propose a suitable study plan. The candidate will choose to study at UEH or the University of Lincoln. In the event of incurred costs, the candidate will be responsible for paying this fee.
9. How many installments is the annual tuition fee divided into?
PhD candidates will pay the tuition fee once a year.
10. What special benefits do PhD candidates receive while studying at UEH?
For published works, PhD candidates enjoy the same international publication sponsorship benefits as UEH lecturers.
11. Do I need to re-register annually to activate the University of Lincoln’s Oneuni system?
Yes, you must complete the Re-enrollment process at the University of Lincoln every year to continue your studies.
12. Is the PhD program part of Project 89?
The program is not included in the project because it is a part-time training program, whereas the project is for full-time programs.
